Bruce Liew

Bruce Liew serves on the senior management team in the Singapore National Council of Social Service (NCSS), bringing over two decades of strategic leadership and capability development expertise to the sector. As Director of Capability Implementation and People Strategy, he plays a key role in helping social service agencies (SSAs) leverage technology and innovation, develop organisational capabilities, and harness community strengths to achieve better outcomes for service users.
With a career spanning both the commercial and non-profit sectors, Bruce combines business acumen with a collaborative spirit to advance NCSS’s mission. He was instrumental in the Care & Share @ SG50 movement, where 240 SSAs collectively raised $800 million, far surpassing the initial $500-million target for the fundraising and volunteerism drive. During the COVID-19 pandemic, Bruce launched the Sector Digitalisation Programme Office, which provided technology solutions and funding to 270 SSAs and trained 3,700 social service professionals to enhance digital adoption.
Outside of work, Bruce volunteers as Board Chairman of ArtsWok Collaborative, Career Coach, and ComLink Befriender.
