Joining MGM China in August 2014, Francis heads the Learning & Talent Management function for 2 properties with a combined workforce that exceeds 10,000 employees at the US$1.25 billion MGM Macau property and US$3.5 billion MGM Cotai property respectively. MGM China is majority owned by MGM Resorts International, one of the world’s leading global hospitality companies owning Bellagio, MGM Grand, etc.

Complementing MGM’s vision to create experiences that entertain, engage, and inspire both our guests and team members; he made strategic and structural changes to focus on Brand and employee experience, performance management, career development, learning culture and IT

Prior to MGM Macau, Francis headed Starwood Asia Pacific (AP) Division’s Talent Management & Organizational Development function (1999 – 2014). The AP Division comprised more than 250 operating hotels, over 70,000 associates, spanning across 15 countries and 9 brands.
Notably, he spearheaded corporate initiatives for the entire AP region; including Culture Building, Learning & Development and Talent Management.

These initiatives in Asia Pacific have won numerous prominent Industry Awards; including, 2013 & 2014 Gold Awards for Excellence in Employee Engagement awards by both Human Resources Magazine & HRM Singapore, Gold Awards for Employee Development for Benefits Asia 2013, Top 10 for the Asia Human Capital Award.

With MGM China, his team garnered more than 8 awards (2016-2017) including Gold Awards for Employee, Leadership and Organization Development from various professional bodies.

Prior to Starwood, Francis held regional consulting positions with Service Quality Centre and DDI. His consulting experience comprised of integrated Talent Management & Development systems, Learning & Career Development, Organizational& Brand Culture, Performance Management, Competency Modeling; covering various industries, namely, government, service, finance, pharmaceutical, logistics and IT.
